1. To exchange experiences and facilitate dialogue regarding planning and policies of development on the Information Society in the countries of the region.
   
   
2. To examine the use and impact of Information and Communications Technologies in Education, Science and Culture.
   
   
3. To analyze and propose strategies for mass information and access to ITC's and public services.
   
   
4. To promote a dialogue regarding effective financing policies for the process of Informatization of different countries and regions.
